The Coast Guard intends to establish the New York Vessel Traffic System which will cover the geographic areas comprising the Port of New York, the Hudson River to Albany, New York, and Long Island Sound to the west of Block Island, Rhode Island. The system will consist of a combination of vessel traffic system levels which will include VHF/FM communications, radar surveillance, a Traffic Separation System, and a Vessel Movement Reporting System in part or in total. To establish the system, it will be necessary to construct a number of radar and communications sites and to construct a vessel traffic operations center. The proposed project will benefit the environment by reducing the number of vessel accidents caused by collisions, rammings, and groundings. The result will be a reduction in the amount of property damage caused by these incidents and a reduction in the number of deaths/injuries and oil pollution incidents attributed to these accidents. Adverse environmental effects will occur during the construction phase of the project. This phase will temporarily disrupt the environment and create a minor amount of noise and air pollution from construction equipment.
