Project DATA is a collaborative approach to the development of a continuous process for improving the high-density movement of people and goods within downtown Cleveland. The project was conceived as a three-phase study. The results of Phase I are presented. The project included the formulation of a computer modeling approach for simultaneously simulating various user decisions related to selection of mode, route of travel, and destination to satisfy specific trip purposes within downtown areas. The approach can be used primarily to assist in identifying realistic downtown transportation system design concepts that are compatible with the environment of a downtown area and that serve the transportation needs of the users of the area.
