The Intermodal Surface Transportation Efficiency Act of 1991 called for conduct of two studies to assess the transportation systems that support the movement of trade in the United States. The U.S. Department of Transportation delegated responsibility for conducting these studies to the Federal Highway Administration (FHWA). This conference is the culmination of the activities following the presentation of the report of these studies to the Congress. The studies and this conference represent collaborative efforts of federal government agencies both inside and outside of the Department of Transportation.
