The Proposed Action is to construct a paved, two-lane bypass road along the northern boundary fence line of Test Area (TA) D-51 (Navy Explosive Ordnance Disposal [EOD] School) at Eglin Air Force Base (AFB) (Figures 1-1 and 1-2). The by pass road would intersect Range Road (RR) 218 on either side of TA D-51 and would be approximately 2.3 miles in length. The bypass would be outside security for TA D-51.
