Amoung the major objectives of the study were the identification of deficiencies in the California DUI (driving-under-the-influence) countermeasure system and an empirical evaluation of the frequency with which DUI offenders avoid timely processing or circumvent system countermeasures due to these deficiencies. The methodology proposed to achieve these objectives, that of tracking a sample of DUI offenders through the DUI system, also embodied the general objective of the study: to empirically describe and analyze the flow of DUI offenders through the California DUI countermeausre system.
