The report describes the proposal for highway improvement which develops the existing two-lane travelway of State Highway 71 to a four-lane divided highway from 1.6 miles East of West Point to the Bastrop County Line, for a distance of 6.9 miles. The proposed travelway skirts the southern edge of West Point, and passes through the communicty of Kirtley, in Fayette County, Texas. Span bridges at Cedar and Barton Creeks, and at FM 154-SPRR Overpass. A summary of environmental impacts and adverse environmental effects is given.
