The report in four volumes presents the results of an analysis of the effects of cost changes on general aviation acitivity. The major objectives of the study were to investigate ownership and operating costs in each segment of general aviation, and to develop methodology for evaluating the cost impact of regulatory changes on general aviation activity. The study effort included compilation of a cost and activity data base, definition of fixed and variable cost centers, determination of cost sensitivity relationships and determination of cost impact relationships. The results are presented in graphical form in Volume 3 of this report to facilitate easy use. (Modified author abstract)
