The Merchant Marine Safety program of the Coast Guard has the objective of minimizing lives lost, property damage, and personal injury in marine transportation through prevention. This is accomplished through two programs. The first program deals primarily with making the vessel and the shipboard equipment safe for their intended use. The second deals with safety through operating personnel. The study represents the initial phase of a cost-benefit sensitivity analysis of alternative policies and procedures within the Inspection program.
