This paper reviews the salient safety-relevant design and operational aspects of past and current small, prepackaged, storable liquid propellant missile stages such as Bullpup, Lance, Minuteman II Propulsion System Rocket Engine, and Peacekeeper Stage IV. The outstanding service record and safety experience during extensive ground transportation of full loaded stages, during many hours of storage and silo exposure, and in operational launches, are discussed in quantitative terms. Design and operational features responsible for this proven safety record are examined. These include propellant and pressurant isolation, tank and pressure vessel safety factors, ordnance features, external protection of propellant, stage size effects, and testing approach. Conclusions from the historical data are drawn as they apply to the design and operational approach of liquid propellant stages or velocity control systems for future strategic or tactical missiles.
