This report attempts to reconcile the differences between the estimates of restraint usage produced by the Opinion Research Corporation's survey of drivers stopped at intersections in 19 cities and the estimate from the National Crash Severity Study's file of accident-involved occupants. This is done by an examination of the assumptions and conditions which are inherent in the different methods of data collection. Next, estimates for the NCSS areas are produced for a variety of accident and injury-related factors: occupant sex, age, and injury level; vehicle size and model year; and accident environment as rural or urban. Finally, crude estimates of the effectiveness of the lap and shoulder system and the lap belt-only system are computed at various injury levels, including fatality.
