During the nineties the public transport sector in Sweden has been subject to a number of actions aiming at increasing efficiency. This paper is a pilot study aiming at describing and analyzing whether differing goals for efficiency and quality, cause conflicts in producing public transport financed by the society. Hallandstrafiken has been the basis for the study and documents studied and politician, officials, bus-and taxi drivers and travelers interviewed are from the country of Halland.
