This handbook provides a methodology for estimating the benefits and costs of capacity-related investments in airports in the United States. The procedures are laid out in a series of worksheets. The user provides certain basic information such as expected traffic levels, aircraft type mix, operations rates before and after the investment, and construction costs. Following the procedures laid out in the worksheets, he then estimates airport delay reduction benefits, system-wide delay reduction benefits, and the benefits of reduced diversions due to new runway construction. These benefits are converted to dollars, discounted over a twenty year period, and compared to costs similarly discounted, to arrive at an approximate benefit/cost ratio. (Author)
