Research and development needed to support the fourth-generation ATC system implementation is described in this volume. A methodology and program plan for operational concept evaluation, a requirements plan for a surface guidance system, and a testing and evaluation schedule for subsystem technical feasibility are described. The impact of future developments on subsystem changes and overall system characteristics is described. Finally, the time phasing of system implementation is also discussed together with the basic criteria used in ATC implementation planning. (Author)
