NASA spent over 10 billion dollars during fiscal years 1989-91 on work done by subcontractors. To help ensure that contractors comply with contract requirements, NASA oversees their activities. In many cases, NASA delegates contract oversight activities to another government organization. This report presents the results of the General Accounting Office (GAO) of its assessment of NASA's: (1) compliance with its regulations on the delegation of contract administration functions, (2) communication with Defense Contract Management Command (DCMC) on delegated contract administration functions, and (3) coordination of work performed by DCMC.
