This report provides the results of our review of the Federal Aviation Administrations (FAA) progress in implementing key elements of its Controller Workforce Plan. Our objectives were to (1) evaluate FAAs progress in implementing key staffing and training elements of its Controller Workforce Plan and (2) assess the effectiveness of other initiatives designed to increase controller productivity. We conducted the review between June 2006 and December 2006, which included visiting the FAA Training Academy and 10 air traffic control facilities.
