This section of SPANS focuses on the DOD procurement system for carriage of DOD container and shipping agreement cargoes by the U. S. Flag berth term industry. The U. S. Flag industry is of great importance to the Department of Defense as an integral part of its mobilization base for contingency situations and for the carriage of peacetime cargoes. As explained in Part I-B of SPANS, there is an interrelationship between the DOD procurement system and the U. S. Flag Fleet. This section further explores this interrelationship. The section also examines alternative procurement systems which might fulfill the objectives of SPANS.
