The report contains a summarization, categorization and prioritization of various machinery conditions and operational problems that were documented during the activation of 56 Ready Reserve Force (RRF) steam and motor vessels which resulted in varying degrees of ship activation schedule delays. To assist in identifying potential diagnostic technologies and enhanced maintenance and repair (M&R) strategies and procedures, current Maritime Administration (MARAD) RRF steam and motor ship acquisition and M&R specifications were also reviewed. Problems identified included boiler tube leaks, improper safety valve function, stack fires and boiler mounting and piping system joint leaks for steamships and main engine control system failures, fuel oil contamination, lube oil contamination and valve and turbocharger damage for motor ships. Related problems such as fluid system piping leaks, heat exchanger tube failures and control air steam contamination were also encountered for both types of vessels. Based on problem identification and review of current RRF ship M&R specifications, candidate diagnostic techniques and enhanced M&R procedures utilized in the commercial shipping industry and military marine applications, as well as ashore in the process and utility industries, were evaluated for applicability to the RRF. These included eddy current and ultrasonic thickness testing, thermography, vibration analysis and electronic engine condition and combustion analysis. Descriptions of and estimated per ship implementation costs for those diagnostic techniques and enhanced M&R procedures identified are also provided.
