The report covers a critique of current measures used by the National Highway Traffic Safety Administration to report and evaluate National Traffic Safety. The proposed measures emphasize the use of injury-severity levels and an extended set of driver-vehicle-highway descriptors to depict critical factors in National traffic patterns and trends. Recommendations address indicators to describe accident phenomena by driver and vehicle attributes, and to enlarge the number and detail of descriptors.
