The report describes the extent of excessively heavy trucking and its effects on highways. The report also discusses State and Federal responsibilities to enforce truck weight limits and details the Department of Transportation's efforts to control truck weight. It concludes that major legislative and program improvements are necessary before the States and the Federal Government will be able to effectively carry out any adequate weight enforcement program. The truck weight enforcement was reviewed because the Nation's highways are deteriorating. Current maintenance and reconstruction needs far outweigh the dollars available. Any opportunities for slowing the rate of deterioration need to be considered seriously.
