The study develops a method of evaluating the ability of public port authorities to finance capital improvements in the near-term future. The method was applied to six specific port organizations, geographically dispersed and representing a cross section of situations of the Nation's seaports to test the applicability of the method (and resulting financial model). While the purpose of this study is primarily for the education and enlightment of the sponsor so it might be more responsive to the problems of the port industry, perhaps it might be of value to ports as an additional analytical tool (over and above what they now use) for future planning, expansion, improvement and maintenance of waterfront facilities.
