The report describes the collection and analysis of travel time and fuel consumption data. These studies were made as part of an economic analysis to determine the benefits accuring from the construction of a freeway; benefits were determined on the freeway and on four routes on adjacent city streets. Travel time savings were found on both the relevant arterial streets and on the freeway. Fuel savings were noted on the freeway and on one of the arterial routes. Benefit equations were formulated and calibration procedures developed. (BPR abstract)
