The project consists of the construction of 2.7 miles of highway, comprising a portion of Pennsylvania Route 66, in Clarion County, Pennsylvania. Adverse impacts include the loss of wooded or agricultural land which serves as wildlife cover, noise and dust during construction, and localized erosion and sedimentation. Beneficial impacts include the directing of heavy through traffic from a population area.
