This report discusses the December 20, 2009, collision on San Diego Bay, California, between the 33-foot-long U.S. Coast Guard special purpose craft (law enforcement) (SPC-LE) CG 33118 and an unnamed 24-foot-long Sea Ray recreational boat with California registration CF 2607 PZ. As a result of the accident, an 8-year-old passenger on board the Sea Ray died. Safety issues identified in this accident include the speed of the CG 33118, Coast Guard oversight of small boat operations, SPC-LE forward visibility, Coast Guard monitoring of small boat operational data, and Coast Guard use of personal cell phones while under way. On the basis of its findings, the NTSB made recommendations to the Coast Guard.
