The project examined the role of state road tests with particular emphasis on their usefulness as screening devices, diagnostic tools, and educational instruments. The goal of the project was to define the role of state road tests and to identify short and long term research needs in the area. Five major tasks were performed. First, a review of the literature regarding driver performance testing was conducted. Second, information regarding operator regulation in marine, rail, and air transportation was obtained from experts in these other areas. Third, an interim report was prepared, summarizing the current and potential practices and the existing constraints in the performance testing of driver license applicants. Fourth, a conference was held to consider the role of state road tests, to discuss the operational, methodological, and legal constraints under which any testing program must operate, and to identify the research needs in this area. Conference participants included operational personnel, legal experts, driver research specialists, and human performance researchers. Fifth, a final report was prepared based on the literature review and the conference. The final report summarized the current state of the art and identified the short and long term research needs.
