The report develops and delineates the ten-year life cycle cost of six merchant ship expeditionary logistic facilities (ELFs), selected by the Naval Facilities Engineering Command, in the format of U. S. Army Regulation No. 37-18. The merchant ships selected include two barge carriers, three bulk carriers and one dry cargo carrier. (Author)
