The report contains a testimony before the Subcommittee on Legislation and National Security, House Committee on Government Operations on the Department of Defense (DOD) program for acquiring threat simulators. These simulators are intended to imitate Soviet air defense weapon systems, including surface-to-air missiles and guns. The testimony focused on the : need to prevent the services from paying to develop simulators for a particular threat more than once and; acquisition of simulators which misrepresent threat systems and thus adversely affect testing of major U.S. weapon systems and training of U.S. forces.
