Measures of Benefits is used along with Measures of Use to introduce equity considerations, to offer means of distributing joint costs, and to aid in the determination of non-user cost assessments. The two types of benefits studied are incremental and non-incremental. The study contains an extensive analysis of the benefits accruing to air carriers, general aviation and the military.
