The paper examines the impact of the conversion of the US merchant fleet from breakbulk configuration to that of high-productivity shipping. Specific attention is devoted to the problems generated for military planners as they look to the future and plan the sealift capability to implement President Nixon's Strategy of Realistic Deterrence. Also examined are the use of high-productivity shipping to meet military requirements in the future, the problems caused by the containership configuration on discharge in marginal port situations, and the terminal organization and equipment needed to adapt the large volume of cargo generated by high-productivity ships. Finally, the feasibility of high-productivity shipping in military contingency planning and a frank picture of military capability to respond to such a contingency is analyzed. (Author)
