This information bulletin outlines the problems relating to a sudden fuel shortage. In particular, it addresses the short-term impacts and what can be done by local officials in advance to prepare for a sudden petroleum shortage. Local officials cannot control private petroleum consumption, however, they can help their communities prepare for a fuel emergency. Proposals discussed include rationing, increased automobile occupancy, vanpools, paratransit, increased bus efficiency, and adjusting travel patterns.
