The special NACOA report to the President and the Congress reviews the current problems of the maritime industries and analyzes the national defense consequence. In the report, NACOA recommends a number of substantial changes to longstanding U.S. maritime policy. These include changes in Federal subsidy programs, domestic trade protections, national defense policy and expenditures, tax law, tariff law, and seagoing labor law--all as they relate to the ocean issues of U.S. shipping, shipbuilding and sealift.
