The report describes the experience of eleven cities with vintage trolley systems, ranging from restored older, antique trolleys operating over existing freight or reclaimed streetcar track to trolley replicas running over newly constructed track. The report explores the institutional arrangements, service characteristics and costs of these systems to provide a base of information with which to make informed funding decisions for future projects. The report also includes comparable information from four downtown bus circulator systems to provide background on the costs and performance of one likely alternative to vintage trolley service.
