The report describes the action to construct a multiple-purpose earth and concrete dam with river pumping facilities, three navigation locks, a fish ladder and an overhead highway viaduct. The project will enhance the aesthetic and recreational potential of the area, provide a flood free environment, eliminate extensive flood losses, provide improved vehicular and boat traffic flows, enhance water quality in the Charles River Basin, and improve fish passage. Adverse environmental effects are temporary inconveniences during construction.
