The research results are presented in this final report in three sections. Chapter 1 puts forth the key reasons for the study and the reasons for a policy interest in the subject of airport ground access service in the United States. It presents a brief summary of the major data presented in the B-18A project, which called for a planning process based on the revealed characteristics of the several submarkets within each large airport's overall ground access market. This research focused more on the understanding of market segments than on the inherent characteristic of any particular mode or technology.
