The phase one report was conducted to identify landside access problems and potential solutions for general cargo marine terminals in U.S. ports. The study committee was charged with examining landside access impediments and evaluating and recommending appropriate strategies to reduce those problems. The study also examined whether access to general cargo ports is hindered by lack of interagency and public-private coordination, physical impediments, land use restrictions, or federal, state, and local safety and environmental regulations. Phase two will study the specific issues and problems of bulk carbo ports.
