The Clean Air Act and the Intermodal Surface Transportation Efficiency Act (ISTEA), and more recently the Transportation Equity Act for the 21st Century (TEA-21), brought together the two issues of air quality and transportation. An important concern is the quality of the air you breath. In the past, air pollution was seen only as an urban problem, not a local or rural one. But this is no longer true. These areas must become familiar with the transportation conformity issue and how it affects them. Another important concern is that of funding. Funding of transportation projects can be greatly affected if you do not fully understand the Clean Air Act requirements, especially with respect to transportation conformity. With a clear understanding of what is required, you who are in the transportation sector can help to simultaneously achieve two important goals--clean air and improved mobility.
