A systematic road maintenance program is necessary to ensure that the existing road network continues to provide a satisfactory level of service. If the limited available funds are to allocated to the best advantage, objective procedures for assessing and recording the condition of road pavements are necessary in order that priorities for treatment are established on an impartial basis. The headings under which road pavement condition can be assessed are: (1) Surface distress, (2) Strength, (3) Skid resistance, (4) Surface evenness. Special equipment can be used to measure pavement strength, skid resistance and surface evenness. Visual inspection is necessary, however, to assess the type and extent of surface distress.
