The report reviews the implementation of the Export Trading Company Act of 1982. The Act was passed on October 8, 1982, after several years of debate and was intended to reduce or eliminate some perceived barriers to U.S. exports, including concern over violation of U.S. antitrust laws and the level of expertise and financing available to support small and medium-sized exporters. Congress concluded that export trading companies (ETCs), similar to those in foreign countries, were the mechanisms to overcome these export barriers and set out to encourage their formation with this legislation.
