The Travel Time Prediction System (TIPS) is a portable, real-time, automated system that calculates travel times between different points in advance of and within a freeway work zone and displays them to motorists on changeable message signs. It collects real-time traffic flow data at 30 sec intervals using several non-contact sensors, transmits the data by wireless communication to an on-site personal computer, processes the data with a specially-developed intelligent software to obtain the estimated travel time, and transmits the travel time information by wireless communication to changeable message signs positioned at pre-determined locations along the freeway section, which in turn display the information to the motorists. TIPS integrates several off-the-shelf equipment with the software and requires minimal human supervision during operation.
