The report reviews the Army's decision to curtail the procurement of attack, scout, and utility helicopters as reflected in the Department of Defense (DOD) fiscal year 1988 budget submitted to the Congress. It specifically reviews the effect of the decision on the U.S. defense posture, including its possible impact on the U.S. helicopter production base. It also reviews the Army's plans to compensate for acquiring fewer new aircraft.
