Civil targets, which are important to the function of the total defense and to air defense targets, seems to be among the main targets for cruise missiles The most effective behavior for an aggressor seems to be to start his attack with a concentration of cruise missiles in order to delay mobilization and to reduce the effects of air defense. The Swedish defense is not yet being adapted to the threat from precision guided long range weapons. Of these weapons cruise missiles with considerable reduced radar cross section are supposed to be the most useful weapon category. Fighter and anti-aircraft defense systems does not have acceptable effects against cruise missiles and the reachable effects in most situations are limited due to short distances of detection, limited lock-on distances and saturation problems. Passive means are supposed to be of special importance. It is essential disperse equipment from stores, especially with the risk of surprising missile attacks against the Swedish mobilization system in hand. The most effective protection mean is creating redundancy in electric power supply, telecommunication and roaddependent transport systems.
