The proposed highway improvement is the reconstruction of DuPont Road which passes through Richardson Park and the Town of Elsmere southwest of the City of Wilmington in New Castle County, Delaware. The project which begins at the intersection of Maryland Avenue (Del. Rt. 4) and DuPont Road (Del. Rt. 100) and ends just north of New Road (Del. Rt. 2), will consist of four lanes and a bridge over Little Mill Creek and the B and O Railroad. The report concludes that: (1) safety will be improved by the elimination of a hazardous railway-highway grade crossing, (2) traffic flow will be improved, (3) adhering to construction practices pertaining to erosion control and water pollution will render favorable results in this area, (4) air pollution will not be a problem, (5) some impact can be expected from noise and it is recommended that noise buffers be constructed, (6) precautions will be taken to minimize community disruption.
