The report contains a framework for cost-benefit analysis of road safety measures for vulnerable and inexperienced road users and gives examples of such analyses. Vulnerable road users include pedestrians, cyclists and riders of mopeds and motor cycles. It is pointed out that the results of cost-benefit analyses can rarely be generalized across countries.
