This report is divided into two sections, one produced each by the United States and the Soviet representatives. Both sections point out the importance of urban centers as centers of employment, commercial activities, office use, cultural activities, and administrative and political functions. Because of the concentration of these activities downtown, transportation demand there tends to create considerable problems, described in detail in both sections. The report offers two broad categories of solutions to these concerns. One involves means of reducing vehicular traffic in the urban core and replacing it with multimodal systems. The other focuses on improving services for pedestrians, and reducing pedestrian-vehicular conflicts.
