A major impact on freight movement is roadway congestion. As congestion increases, transportation agencies are seeking regional travel time data to determine exactly when, how, and where congestion affects freight mobility. Concurrently, a number of regional Intelligent Transportation Systems (ITS) are incorporating transponders, roadway loops, global positioning systems (GPS), and other devices to improve transportation system efficiency. Potentially, the accumulation of location and speed information from these devices could produce enough information about truck movements on roads to develop meaningful travel data to help answer those questions. The freight information developed from ITS devices can be used as the foundation for planning studies. Freight-oriented travel data are needed to identify truck bottlenecks, to explore the reliability of freight movements, and to determine the frequency and costs of nonrecurring events such accidents and weather. Such information could justify the development of freight-oriented highway construction and ITS projects. This information could also assist in identifying and modifying the impacts of activities such as port gate closures and sporting events.
