This report is a comprehensive study of the transportation needs of the physically handicapped. The study revealed that a significant proportion of the handicapped and aging populations are denied equal opportunities to work, shop and participate in social activities through lack of accessible low-cost transportation. The primary reasons for avoiding public transit by the handicapped are the presence of barriers in the systems, fear for personal safety, and the inconvenience of the routes. The report emphasizes the importance of and discusses techniques for planning in accessibility for the handicapped when new transportation facilities are in the design stage. It also presents an extensive set of guidelines for improvements to existing systems, as well as a discussion of the operation of a dynamically-routed system for the handicapped and aging to meet some of their specialized demands.
