The California Office of Traffic Safety’s (OTS) mission is to effectively and efficiently administer traffic safety grant funds to reduce traffic deaths, injuries, and economic losses. The Highway Safety Plan (HSP) serves as California’s application for federal funds available to states. It describes California’s highway safety problems, identifies countermeasures, provides qualitative and quantitative measurements to determine goal and objective attainments, and gives descriptions of all continuing and proposed new grants. The HSP presentation, contents, and format are designed to meet requirements of California Vehicle Code 2900 and the new statute, “Moving Ahead for Progress in the 21st Century Act” (MAP-21).
