This Congressional Budget Office (CBO) study prepared at the request of the Chairman and Ranking Member of the House Armed Services Committees Strategic Forces Subcommittee examines the cost and potential defensive capability of the proposed European GMD system. It also explores alternative ways to provide some or all of the intended capabilities of that system. The alternatives that CBO considered include deploying sea-based interceptors around Europe or mobile land-based interceptors at existing U.S. bases in Europe. In addition, CBO examined the defensive capability that would be available if no dedicated missile defenses were fielded in Europe. In keeping with CBOs mandate to provide objective and impartial analysis, this report makes no recommendations.
