This Regulation is reissued under the authority of DoD Directive 4500.9, 'Transportation and Traffic Management,' January 26, 1989. It implements DoD policies governing the use of DoD-owned or -controlled aircraft and establishes criteria for passenger and cargo movement. Strict adherence to this Regulation is essential to maintain the integrity of the DoD airlift system. DoD 4515.13-R, 'Air Transportation Eligibility,' January 1980, is hereby canceled. This Regulation applies to the Office of the Secretary of Defense (OSD), and activities administratively supported by the OSD, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Unified Combatant Commands, the Inspector General of the Department of Defense, the Defense Agencies, and the DoD Field Activities (hereafter referred to collectively as 'the DoD Components'). It also applies, in part, to the remainder of the Uniformed Services (i.e., the Coast Guard, the Commissioned Corps of the National Oceanic and Atmospheric Administration, and the Commissioned Corps of the Public Health Service) when they are specifically cited.
