The tape contains information on the characteristics of aliens who became legal permanent residents (immigrants) of the United States in fiscal year 1991 (October 1990 through September 1991). These legal permanent residents either (1) arrived from outside the United States with a valid immigrant visa issued by the U.S. Department of State (new arrivals), or (2) were already in the United States in a temporary status and adjusted to legal permanent residence by petitioning the U.S. Immigration and Naturalization Service (adjustments). The tape does not include the 909,159 aliens granted permanent resident status in 1991 under legalization provisions of the Immigration Reform and Control Act of 1986.
