During October 1974, shoulder belt usage was observed for 21,359 drivers in the population at risk in North Carolina. The sample was stratified according to geographic region (Mountain, Piedmont, Coastal), road type, urban/rural location, time of day and day of week. Information was recorded on shoulder belt usage of driver, approximate age and sex of driver, and license plate number of vehicle. For N.C. vehicles, license plate numbers were later passed against the vehicle registration file to obtain the corresponding VIN's which provide information on vehicle make, size, and model year. Similar observations were made during October 1976 on a smaller sample of 3,486 drivers in the Piedmont area only.
